John Fugate’s Really Bad Campaign Financial Disclosure

Michele Carringer’s opponent filed his campaign financial disclosure early. All campaign finance disclosures are due tomorrow (2/1/2016) Fugate filed his second disclosure for the March 1, 2016 Primary election on January 25, 2016.

In his report, he states zero dollars on hand last report. actually on the report he filed on July 20, 2015 for the March 1, 2016 election, he reported that he had $103.00 on hand. Apparently that $103 has disappeared. In this January report he says there are zero loans outstanding, actually on the July 20, 2015 he reported a loan of $506.94 to himself from himself.

He raised $5,600 and paid $978.30 with $4,621.17 on hand. Of the $5,600 he raised, his largest single cash contribution came from Bryan Testerman, Jr. (a relative to 4th district County Commission candidate Janet Testerman) In addition, the postcards, banner, brochure, artwork, signs & frames, shipping, some 18×24 front and back signs and frames totaling $2,873.25 were given in-kind by Mike Long owner of Pro Forms.

Missing from Fugate’s report are the advertisements in the Shopper (Knox News Sentinel owned) and Knox Focus that ran in December and January. If the ads have not been paid for due to billing, they should (from my past experiences) be recorded as an obligation, even if they are going to be an in-kind contribution. I haven’t known a Knox News publication to run advertisements without pre payment, but maybe the operation of the Shopper follows different policies and procedures of its parent company.
