Knox Co First Quarter Campaign Financial Disclosures Filed

Knox County Commission

First District – Republican Michael Covington had $57.35 last report, he received $200 and has spent $127.83 as of March 31, 2016 he had $129.52.

Democrat Evelyn Gill and Rick Staples have not filed first quarter disclosures as of Friday April 15, 2016. Gill is the Democrat candidate facing Covington on August 4, 2016. Gill beat Staples in the Democrat primary on March 1.

Independent Tyrone LaMar Fine did file a financial disclosure. He is reporting zero dollars received, spent or on hand.

Second District – Republican Michele Carringer had $17,096.47 on hand last report. She raised $50 and has spent $16,970.96 and has $175.51 on hand. She has been able to pay $10,000 back to a loan she had secured. John Fugate who lost the March 1 Republican primary to Carringer had $1,965.83 on hand, he raised $616.42 and spent $2,582.25 he has ZERO dollars on hand.

Democrat Laura Kildaire faces Carringer on August 4, 2016 has failed to file a first quarter campaign financial disclosure as of Friday April 15, 2016.

Fourth District – Republican victor Hugh Nystrom had $12,655.18 on hand last report, he raised $1,075 and spent $8,994.49 and has $4,735.69 on hand. Both Republican challengers to Nystrom have failed to file their first quarter campaign financial disclosures as of Friday April 15, 2016. They are Jeff Ownby and Janet Testerman.

Democrat challenger Marleen Davis had $2,330.55 last report, has received $2,975.20 and spent $4,832.59 with $472.96 on hand. In addition, she is carrying an $8,000 loan.

Fifth District – Republican John Schoonmaker is showing $665 on hand last report, received $250 and spent $15 with $900 on hand.

Democrat challenger Sheri Ridgeway shows $200 on hand with a $92 outstanding loan outstanding and $292 in outstanding obligations.

Sixth District – Republican Brad Anders had $6,149.79 on hand last report, he received $10,750.00 and spent $3,914.68 and has $12,984.32 on hand. Anders Republican candidate opponent John Ashley reported $610.22 on hand, he received nothing and spent $449.00 and has $161.22 on hand.

Democrat Donna Lucas will face Anders on August 4, 2016 reports $1,146.00 last report, she received $526.55 and spent $144.21 and has $1,578.84 on hand.

Eighth District – Commission Chairman Dave Wright a Republican had $1,460.00 last report, he received nothing, spent nothing and has $1,460.00 on hand.  Wright’s Independent Challenger Don Wiser has received $1,000 and has $1,000 on hand. If I were political consulting on this race, I could envision a slogan, the eighth district could be wright, wouldn’t it be better to be wiser.

Ninth District – Republican Carson Dailey had $4,508.17 on hand, he has receieved $100 and spent $159.52 with $4,448.65 on hand and is carrying a $1,000.00 loan.

Democrat James Brandon Hamilton had $816.38 on hand last report, he received $1,215.00 and spent $245.99 and has $1,785.39 on hand. Independent Tom Pierce had $125.00 last report, he received $150 and spent $206.55 and has $68.45.

The Ninth District has a choice between Dailey, Hamilton and Pierce. The Ninth District has been served by Commissioners of a different political persuasion than Republican in recent years.

Knox Co School Board

Second District – Primary winner Jennifer Owen reports $383.28 on hand, she received $50 and has spent $38 she has $395.28 on hand and has an obligation of $186.60  Owen’s opponent Grant Standefer has not filed his first quarter campaign financial disclosure as of Friday April 15, 2016.

Third District – Former Third District Black Wednesday County Commissioner Tony Norman was unchallenged in the Primary election. He reports $3,550.00 last report, received nothing, spent nothing and still has $3,550.00 on hand.

Fifth District Lori Boudreaux had $802.86 on hand, she received $12,647.23 and spent $13,450.09 and has zero on hand. Susan Horn filed an amended form (that was posted online on 4/12/2016) had $3,842.55 on hand, received $4,270.00 and spent $5,935.55 with $2,177.00 on hand. Horn’s first quarter campaign financial disclosure shows $2,177.00 on hand, received $700 and spent $1,884.49 with $992.51 on hand. Reuben “Buddy” Pelot IV had $9,122.23 on hand, has received $1,600 and spent $4,535.35 and has $6,186.88 on hand. Because no one received 50% plus one vote on March 1, 2016. Pelot and Horn will be on the August 4, 2016 ballot.

Eighth DistrictMike McMillan had no primary opponent on March 1, 2016, he has $450 on hand last report, he received no money and spent no money and has $450 on hand.

Knox Co Property Assessor

Andrew Graybeal had $362.05 on hand, he received $1,000 and spent $1,362.05 and has zero on hand. The $12,736.95 loan he had given the campaign has been forgiven.

The only notable expenditure in the last days of the campaign was the ad on the popular news website BrianHornback.Com We thank Andrew, Mr. Whitehead and all advertisers that used our forum to get their message out.

Jim Weaver had $17,389.50 last report, he received $6,209.50 and spent $19,699.17 and has $3,899.83 on hand. He is still carrying a loan of $32,000.00 that he loaned his campaign. Weaver lost the primary by 73 votes to John R Whitehead; Whitehead had $36,242.51 on the last report, he received $3,500.00 and spent $28,246.38 and has $11,496.13 on hand. Whitehead loaned his campaign $85,000 and is still carrying the loan. Whitehead won the primary by 73 votes and will be on the August 4, 2016 ballot without a Democrat or Independent opponent.

The value of advertising on BrianHornback.Com can not be diminished in view of the Property Assessors race. Both Whitehead and Graybeal advertised with us and Weaver did not. Everything that both candidates did helped to gather the votes to best Weaver. The value of 73 votes was the difference between winning and losing and we are grateful that all candidates choose us.

Knox Co Law Director

Richard “Bud” Armstrong reports having $8,531.46 last report, he received $2,575.00 and spent $3,592.65 with $7,513.81 on hand. Armstrong’s campaign shows outstanding loan and obligation of $42,245.00 to himself.

Nathan Rowell reports $16,661.55, he received $10,900.00 and spent $24,575.00 with an on hand balance of $2,986.55. Rowell’s campaign has a loan of $7,000 that Rowell loaned the campaign.

Armstrong will appear on the August 4, 2016 General election ballot without a Democrat or Independent opponent.
