Knox County Clerk Has Security Outside the Jurisdiction of the Security

UPDATED 6:45 p.m. I speculate that Arnett will quickly move to use the Public Building Authority or Knox Co Sheriffs Office now that this use of KPD has been exposed by BrianHornback.Com

Original Post: Knox County Clerk Foster Arnett relocated the Clerk Satellite Office in Halls (outside the city limits) however since the relocation on about May 18, 2016 the security is a Knoxville Police Department Officer. The City of Knoxville limit is 5 miles south of the satellite office.

Knoxville Police Department has no arrest authority outside its jurisdiction. If an incident occurs and KPD does something there not only will KPD be liable but Knox County could have liability exposure, in my opinion. Of course that is a decsion by a Judge of appropriate jurisdiction.

I asked questions of the County Clerk last Thursday and those answers are below. It appears that a KPD Captain is assigning these security officers outside the City’s jurisdiction.

Arnett is paying the $270 a day from excess fees he collects. Instead of $270 a day being returned to the Knox Co General Fund like Knox County Criminal Court Clerk Mike Hammond has done this year. Arnett the same guy that didn’t collect the Hotel Motel tax for years and had to play catch up.

    Arnett is probably rewarding KPD for his own personal political aspirations to be Knoxville Mayor and follow in his mentor and neighbor Victor Ashe shoes. Maybe he will help get Mrs. Kuhlman hired at Dogwood Arts Festival.
