Is the 2017 City Council Awareness Campaign by the People Power PAC Operating Correctly?

Knoxville City Council General Election Early Voting begins this Wednesday 10/18/2017. The People Power PAC that helped Amelia Parker tie Harry Tindell in District Four for the districts second place has posted on Facebook a possible direct mail piece. On the back side of the mailer, it says Paid for by People Power PAC, Approved by the candidates. This opens a question if the approval of the candidates is a coordinated effort with the PAC?  Typically it has been understood that PAC’s and issue oriented campaigns are prohibited from coordinating with candidates.

I did call the Knox County Election Commission on Friday and ask an unrelated question about the People Power PAC. The last and ONLY financial disclosure that People Power PAC filed was back in the Summer and has NOT filed another financial disclosure.
