What’s Going On with the KCSO / KPD Memorandum of Understanding on Officer Involved Shootings?

Last week, I posted this story and referenced how Knox County Sheriff investigates officer involved shootings of KPD and Vice Versa. A reliable source said that TBI does all those investigations  now.

Sunday, I ran into District Attorney Charme Allen and asked what changed and when.

She explained that all incidents with inmates in custody are TBI investigated. In addition, she as District Attorney can ask the TBI to investigate at anytime.

With Spangler as a relatively new Sheriff and Thomas as a relatively new Police Chief each must sign the agreements.

Allen said she is open to try TBI on future Officer involved shootings investigations.

I expressed my reservations with the current TBI Director being the former KPD Police Chief and the current internal problems at KPD didn’t happen overnight. Also. TBI it seems (to me ) takes longer to conclude an investigation. Allen acknowledged my concerns and has obviously considered both issues.

The last Knox Sheriffs incident I recall, where KPD investigated was in May 2017 when the Sheriffs Department had to shoot a South Knox County resident that shot at a neighbor. Read story, here.

I trust Allen to monitor any future investigation and to do the right thing.
