Knox County Chairman’s Briefing – PILOT’s and TIF’s

Knox County Commission Chairman Larsen Jay noticed a Chairman’s Briefing today, Jay and six other Commissioners attended. Commissioners Carson Dailey, John Schoonmaker, Randy Smith, Richie Beeler, Courtney Durrett and Dr. Dasha Lundy.

It would seem a Chairman’s Briefing is one where the Chairman briefs those in attendance. But not in Jay’s World, it is where others educate and brief him and any other Commissioners that attend. Jay said this is the first of six before December.

Todd Napier of the Industrial Development Board kicked it off and Mark Mammantov the Bond Attorney explained the difference in PILOT’s (Payment in Lieu of Taxes) and TIF’s (Tax Increment Financing). After I left they were scheduled to hear from developer Steve Maddox and Chamber folks.

I have a video below where Mammantov says the city can abate county taxes and there is nothing the county can do about it and the county can do the same to the city.

In TN the only exception is Shelby County where each must approve the abatement of taxes.

There have been serious questions about Regal Cinemas move to South Knoxville and now they are closed until at least Spring of 2021.

Also, the question that has resonated on the Board of Health is an unelected board making decisions. The Industrial Development Board is an unelected Board they are appointed by Knox County Commission just as the Board of Health is.

The County IDB is governed by an 11-member Board of Directors, appointed by the Knox County Commission. The County IDB does not have employees, and administrative and management services for the County IDB are provided by The Development Corporation of Knox County.

They are; Greg McWhorter, Chair, Paul Fortunato, Vice Chair, Tiffany Gardner, Secretary/Treasurer, Julie Wheeler, Assistant Secretary/Treasurer, Alvin Nance, Anthony Wise, Michael Wood, Mike George, Rich Gentry, Shannon Coleman Egle and Terry Henley.
