Former Knox County Audit Committee Member Mary Kiser Explains the Issue, Amy Broyles is Defensive, TN Comptroller Opines, Now is the Time for Chancellor Fansler

Former Knox County Audit Committee Member Mary Kiser appeared on Tennessee This Week with Gene Patterson on WATE yesterday. Kiser, an auditor by trade explains what has led to her resignation. The audit committee Chairman Joe Carcello met with Knox County Commissioners Amy Broyles, David Wright and Ed Shouse before the audit committee meeting on July 9, 2013.

The agenda did not stipulate that Internal Auditor Richard Walls employment would be a discussion item. According to sources and reports Carcello stated at the July 9, 2013 that he did not meet with her because he knew she would supportive of Walls. Take a few minutes, watch and listen to Kiser. Interesting that Patterson invited Carcello and he refused to appear, but submitted to a few sound bites.

Then today Commissioner Amy Broyles on the defensive, says there was no violation. Watch her paddling backwards at the Commission work session.

According to a 8/16/2013 4 page letter with 3 pages of exhibits from Elisha Hodge, the Open Records Counsel for Tennessee Comptroller Justin P. Wilson to Joe Carcello and copied to David Buuck, the Deputy Knox County Law Director based on an initial cursory review it appears that the lunch meetings prior to July 9, 2013 and the meeting on July 9, 2013 an open meetings law / sunshine law violation has occurred. I have possession of the letter. As soon as I can post it, I will.

Now, is the time for Chancellor Darryl Fansler, the Chancellor that found the Commissioners and the appointed Commissioners from Black Wednesday 2007 in violation of the open meetings law to view the evidence and circumstances and determine if the Comptroller is right or if Broyles is correct.

    Look at the almost weekly meeting from Amy Broyles at the Time Warp Tea-Room. Every time a Sunshine Law violation. Sure, Amy notices the meeting. But there is never an Agenda and minutes as required by law. The press doesn’t come because they don’t know what will be discussed. So it’s Amy, her friends like the Save Our Schools gang, fellow Commissioners she wants to rig votes with, and no one else.

    What happens if a regular person shows up? They all dummy up and don’t deliberate. How do I know? Because three times friends of mine have gone there and nothing is discussed. But they sure hush up when someone who doesn’t know the secret handshake shows up.

    Law Director Bud Armstrong needs to stop this. And stop it now. Amy Broyles is breaking the law. And it’s not a secret.
