On the sixth day before Phillip Ballard leaves the Knox County Property Assessor we are reminded of 2006 when he defeated Knox County Commissioner Mike McMillan for a four year term on Knox County Comission. But instead of serving four years he ran for Property Assessor in 2008 and the McMillan voters still angry over Ballard winning voted for him to be Property Assessor to rid them selves of him as Commissioner and allowing him to be a short timer. But no one forgot that he turned his back on his commitment to serve four years as Commissioner.
