I received an email that Sheriff Tom Spangler sent to the employees of the Knox County Sheriff’s Office employees.
The terminology and tone was/is interesting. It’s as if the Sheriff is taking credit for the pay raise.
So let us review how the budget process works, KCSO submits a request, the Knox County Mayor prepares a budget for all departments and makes that his budget request. The Knox County Commission goes through the budget request (they may amend and adjust it) BUT once Commission approves a budget it is the County budget.
If the Sheriff needs to move money from one line item to another, I believe he must ask County Commission for a line item transfer. I could be wrong, if I find out that I am, I will certainly correct it.
I am sure the Mayor and Commission will find it interesting at least.
