Breaking News: Knox County Merit System Council for Sheriffs Employee Ruling on Dooley Grievance


This morning at 9 am the Knox County Merit System Council for Knox Sheriffs Employees met this morning to rule on the Dooley Grievance. The two day Grievance Hearing was held on March 1 and 2.

Here is the video of the ruling, two members voted that the Sheriff violated policy and for Dooley’s car to be returned and attorney fees to be paid. Another member voted that the Sheriff acted arbitrary and capricious in removing Dooley’s car.

Watch here the Preliminary matters, where Gary Prince outside counsel of Sheriff Tom Spanky Spangler again attempts to move for Chairperson Gina Oster to be recused. Chancellor Sharon Bell (the hearing officer) rules that she is NOT an employee of KCSO and can rule. Bell is affirmed unanimously by the council.
