Knox Co Law Department Challenging Federal Government with a Younger Associate. Why?

The Knox Co Law Department is in Federal Court attempting to keep forfeiture taxes from property that the federal government has seized. That is a populace move, not likely a winnable position in my protected free speech right opinion. What is interesting is that Bud Armstrong is not the Attorney making the arguments in Federal Court. The law department is not even the Chief Deputy David Buuck. The law department is sending a younger lawyer, Daniel Sanders. Why would this be? Is it because Armstrong while licensed in TN isn’t licensed in Federal Court? Is it simply because Armstrong is uncomfortable in Federal Court? Is it that Knox County elects and pays a Law Director to be a Managing Clerk that simply assigns lawyers to litigation and/or litigation to lawyers? So, many questions, so few answers.
