Is Low Voter Turnout an Indication of Results?

This article from the Johnson City Press indicates that early voting was down all over the tri-cities. Washington, Sullivan and Carter counties are all closest to the Virginia state line and near the headquarters of a regional grocer that has led the movement to get wine in grocery, convenience and big box stores in 80 communities across the 95 counties in Tennessee.
