Term Limits, BUT What About Time Limits?

At the West Knox Republican Club Christmas Dinner on Monday as elected officials and potential 2018 candidates were introducing themselves a person asked me I know we have term limits but what about time limits? The 1994 voter approved charter amendment says that no one can serve more than two consecutive terms. However, the charter doesn’t address people sitting out one term and running for the same panel or even same seat.
